Notice of Availability of an Environmental Impact Report

Menifee Valley Campus Master Plan

 Public Notice:  Pursuant to the State of California Public Resources Code Section 21165 and the Guidelines for Implementation of the California Environmental Quality Act as amended to date, notice is hereby given that the Mt. San Jacinto Community College District (MSJCCD), as Lead Agency, is circulating for public review a Draft Environmental Impact Report (DEIR) for the Menifee Valley Campus Master Plan.

Project Title:  Menifee Valley Campus Master Plan

Project Location:  The Menifee Valley Campus (MVC or Campus) is located at 28237 La Piedra Road, in the City of Menifee, County of Riverside, California (Assessor Parcel Numbers 364-070-031 and 364-070-032).

Project Description:  MSJCCD is proposing to renovate and improve the existing MVC in two phases to accommodate additional 4,398 full time equivalent students (FTE) or approximately 15,000 to 20,000 headcount students at full buildout. The full buildout is anticipated to occur over 10-year time frame in multiple stages in two development phases.

Phase I development would demolish 24,032 square feet of building area and construct 256,958 square feet of new building area in six stages. New buildings include math science building, student services building, performing arts building, allied health building, campus police building, facilities/maintenance and operations building, and three modular clusters. The total building area after completion of Phase I would be 482,021 square feet and total 2,168 parking spaces. Phase I would also include a 7,000-seat football stadium and field house.

Phase II development would involve development of a multi-disciplinary instructional building, student center, and gymnasium totaling 133,200 square feet of building area and removal of 20 modular buildings totaling 24,060 square feet. Therefore, the total building area at full buildout would be 591,161 square feet. Additionally, Phase II would construct two parking structures (249,320-sq.ft. parking structure west and 162,080-sq.ft. parking structure east), practice sports field, tennis courts, and modify existing parking lots to remove 1,217 spaces and add 2,500 spaces.

The Proposed Project also includes installation of complete system of emergency power consisting of one diesel engine-driven generator, including fuel tank and diesel particulate filter, adjacent to the existing Building #400 (humanities & social sciences building). 

Phase I of the MVC improvements are anticipated to be completed by 2025, and Phase II (full buildout) would be completed pending the availability of future funding.

Public Review:  The Draft EIR is available for a 45-day review period beginning February 21, 2017, and ending April 6, 2017. Copies of the DEIR are available for review below and at the following locations upon request:
