MSJC Purchasing
Mt. San Jacinto College’s Procurement and Administrative Services Department operates under a centralized model to provide ethical, transparent, and cost-effective acquisition and contract management services in support of the College’s mission. Comprised of both the Purchasing Team and the Contracts Team, the department plays a vital role in ensuring legal compliance, responsible stewardship of public funds, and responsive, service-oriented solutions that support MSJC’s operational and educational goals.
The Purchasing Team oversees procurement activities district-wide for goods, services, and construction. This includes managing competitive solicitations such as Invitations to Bid (ITBs), Requests for Proposals (RFPs), and Requests for Qualifications (RFQs), in accordance with Board of Trustees policy, the California Public Contract Code (PCC), the Education Code, and other applicable state and federal laws. Purchasing works closely with departments such as Capital Planning, Maintenance & Operations, and Business Services, as well as external construction and consulting firms, to support public works and capital improvement projects. Our centralized procurement structure ensures consistency, accountability, and efficiency across all campuses and departments.
Working in tandem, the Contracts Team reviews, facilitates, and coordinates the execution of a wide range of contractual agreements—including Professional Services Agreements, Software Licensing, Public Works contracts, Revenue and Affiliation Agreements, Memoranda of Understanding (MOUs), and clinical placement agreements. The Contracts Team works collaboratively with all college departments—from Student Services to the MSJC Foundation—and partners with Purchasing, Risk Management, and Legal Counsel to ensure every agreement aligns with applicable state and federal regulations, District policies, and insurance and indemnity requirements.
Contracts staff are responsible for language review, approval coordination, and confirming compliance with relevant legal frameworks, including Education, Government, and Public Contracting law. In addition, the team provides training, guidance, and documentation support to help departments navigate the contracting process efficiently and with confidence. Their role is to protect the interests of the college while supporting campus operations through clarity, consistency, and timely execution.
